1. The Reference's Role
Downey Residents Directory is a privately operated reference to public rolls, record indexes, and directory collections connected with Downey, Los Angeles County, and California. It describes sources and links to their custodians. It does not host government records and is not affiliated with the City of Downey, Los Angeles County, the State of California, any court, or any records office.
2. Lawful Use Requirements
Use the reference only for lawful, personal, and responsible purposes. You may not use it or information reached through it to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate someone protected by a restraining or protective order
- Commit identity theft or fraud
- Make FCRA-regulated decisions, including credit, employment, tenant, or insurance decisions
- Scrape, copy, or republish the reference's content at scale
- Interfere with its operation or security
3. No Consumer Reporting Agency Status
Downey Residents Directory is not a consumer reporting agency as defined by the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Nothing on these pages, and nothing returned by a linked search tool, is a consumer report. It may not be used to evaluate eligibility for credit, employment, housing, insurance, tenant screening, or another purpose covered by the FCRA.
4. External Links and Providers
Government portals, libraries, courts, archives, and third-party services, including sponsored search tools, set their own terms and privacy practices. We do not control or guarantee their content, availability, pricing, security, or data handling.
5. No Warranties
The reference is provided "as is" and "as available" without warranties of any kind. No promise is made that its material is accurate, complete, or current, or that a linked portal will remain available or return a correct result.
6. Liability Limits
To the fullest extent permitted by law, the operators are not liable for direct, indirect, incidental, consequential, or special damages arising from use of this reference or a linked resource, including a decision made from a record located through it.
7. Indemnification
You agree to defend, indemnify, and hold harmless the operators from any claim or demand, including reasonable attorneys' fees, that results from your misuse of the reference or breach of these terms.
8. Intellectual Property
The original writing, design, logo, and layout are protected by copyright. Linking to a page and quoting a brief attributed excerpt is welcome. Republishing complete pages or systematically copying the content is not permitted.
9. Changes to These Terms
Updated terms may be posted on this page at any time. Continued use after an update means that the revised terms are accepted.
10. Suspension of Access
Access may be blocked or restricted for a user who violates these terms or abuses the reference. That action may be taken at the operators' discretion and without advance notice.
11. California Law and Records Requests
California law governs these terms without regard to conflict-of-law principles. Requests for identifiable existing records from California state or local agencies, including the City of Downey, are addressed through the California Public Records Act, Government Code §§ 7920.000-7931.000. An agency ordinarily determines within 10 calendar days whether a request seeks disclosable records; unusual circumstances may support a written extension of up to 14 days. That framework does not override a statute that makes a record confidential, sealed, redacted, or purpose-restricted.
12. Severability
If a court finds any part of these terms unenforceable, the remaining provisions continue in effect.
13. Questions
